error in configuration

Mantis v 1.0.5

In Workflow Thresholds configuration i can not set "Who can alter this value " fields. If i change them from administrator to example manager and press update configuration it will still be administrator. How to solve this problem?

I did that and it was said that the issue was not able to be duplicated. Didnt do me much good.
