User access and visibility

Dear all,
I have created a user with the VIEWER profile.
This user is member of the project team as VIEWER.
But as this user, when I list issues of this project, I only see public issues, not the private ones.
I do not understand why.
Can someone explain me ?

There is a setting $g_private_bug_threshold. Default setting is DEVELOPER.
It can be set in config_inc.php as a global setting or in UI if you want to set it on a per project basis.

I thought it was VIEWER as default value and did not eve check about it.
