Problem with email notifications

Hi Guys,

Iam getting problem with email notifications,Iam getting error messag e when i add any report issue or change of request email notification are to be sent naa there iam getting error Unable to send message MAiler error:could not instantiate mail function.Please help me regarding this issue,Iam using 2003 server as my operating system
