I’ve just figured out that one of the mantis user with rights 'reporter' reporting a bug to one of the project is allowed to assign that bug to particular person but in the other projects not! The problem is i don't see any differences between this particular project and other. Thereby i don't know which settings are responsible for that option. (so 'reporter' may assing a bug to someone)
anybody can help me?

Unfortunately I afraid your answer does not solve my problem.
I think, this problem, has something to do with settings of the Project not Users. I think so because; every new user (which has an access level 'reporter') has a possibility to assign somebody to particular bug in this specific project only.
For example;
if you sing up for a new account in my mantis (you will get access level 'reporter') you will be able to assign someone to particular bug only in "Project_Test" (Report Issue->Advanced Report), whereas in other projects you WILL NOT have this possibility ('Assign To' field will not appear at all). If I compare these projects I don't see a difference.
Any other ideas where to look up?
