when i try report an issue on right corner i always select the project
but when i try report an issue it always ask me to set default project
when i set default project all issues are reported to default project

The default project is the project that is to be selected by default when you login into Mantis. When you report a new issue, it should be associated with the project selected on the top right corner. If the one selected on the top right corner is "All Projects", then you will be asked to select a project to switch to and hence associate the issue with.
