I have not tested this but possibly by setting $g_stored_query_create_threshold & $g_stored_query_create_shared_threshold to NOBODY in your core/config_inc.php.

this code did not work : $g_stored_query_create_shared_threshold.

What other option is there?

As far as I know, you would need to adjust the code (which is not advised)
