Not sure if I understand your issue.
You have to enter the numeric issue id of an existing issue into the relationship field.
Please use Search before posting and read the Manual

@atrol, I wouldn't be surprised if the problem reported here were caused by the upgrade problem discussed at https://mantisbt.org/bugs/view.php?id=34583
