Custom states, add new one between existing one

Hello,
We want to add a new report to some existing reports, but the latter don't appear in the list of reports in the workflow view.
If we refer to the document https://mantisbt.org/docs/master/en-US/ ... tatus.html, the following file does not exist: custom_strings_inc.php
We want to add an intermediate state with a value of ‘45’. Is this possible?
If you change state values or insert new ones, some of them will disappear from the workflow drop-down lists.
Could someone help us with this?

if that file not yet exists, you can create it.
This is all properly described in the admin manual by the way
