I see 1.1.0a2 is listed on the website but it is not obvious how long this has been around or how stable it is.

Any guess when 1.1 might be released?

I am using an old version and need to upgratde, but I don't want to do it twice.

Is 1.1.0a2 stable enough for a development team to use it now?

or do I need to upgrade to 1.0.7 and then later upgrade again to 1.1 ?

ok, I went through the process of upgrading from 0.19 to 1.0.7 and it seems to be working... but I am still interested in 1.1

can anyone elaborate how stable the current development versions of 1.1 are, and also, is there a guesstimate on when the official release of 1.1 will be?

dingfelder, the 1.1.x branch is not ready for installations that uses non-latin character sets. This is because there is no upgrade path from old encoding that were used by these localization to the new UTF-8 language packs.

I've just upgraded Mantis Demo with the latest CVS code, so you can check it out at:
http://www.futureware.biz/mantisdemo/

The upgrade process from 1.0.x to later 1.0.x or 1.1.x releases should be pretty simpler process, much simpler than upgrading from 0.x.x to 1.x.x. Basically update the source files and run the Upgrade script from the admin area.

The 1.1.0a3 should be released in the next couple of weeks. However, it will still have the same limitation of only languages using latin based character sets.

It is pretty stable for English. I use the latest CVS code on the official bug tracker and the demo bug tracker. I've seen a lot of people that have deployed 1.1.0a2 as well. However, you may want to do your own testing as well, you can use the demo tracker for that or build your own instance.
