Auto Notify of New/Update of issue to TechSupport by Email

I had downloaded and fixed the Mantis to work on my ISS Server.
We are currently using this software as our BUg tracking Application to all our Subsidaries branches.

During our testing, i realized that the reported will get email notification whenever the issues has any status changes (eg: TechSupport being assigned, resolved, closed, feedback,etc).
However, the administrator/TechSupport do not always get email notification in all event that are configured in the "Preferences" under "My Account".
I had tried that only the "Assigned to" feature will work with email notification to the techsupport that are being assigned with the jobs
However, other like "Status Changes" or update of issue by reporter, the techsupport being assigned who not get any email notification.

can any one here advise me if this is a bugs or there are some setting that need to be done to get it working???
