question about relationships and new bugs

is there any way i could configure bugtrack to automatically relate new bugs with a certain parent bug number?

How do I do this on a per project basis?

For instance, all new bugs in ProjectA get assigned to Bug#23.
All new bugs for ProjectB get assigned to Bug#35.

and so on...
