Adding monitoring user list to an issue

Hello,

I am developing a java application which is calling Mantis webservices.
It adds new bug in mantis through java.
Now i want to add monitoring usres list in a bug.
How to do that. i am trying to post a request to bug_reminder.php using URL connection but it is returning me login page.
Please help me.
