Docs page gives 'access denied' error

Hi there,
I'm kind of new to mantis, but already loving it! Anyways, I have a problem getting the docs page (proj_doc_page.php) to work. Whenever I click it, it just says "Access Denied." on a blank page. I'm using mantis 1.0.3 under PHP 4.3.11, Apache 1.3.33, and MySQL 3.23.49.
