[Question about phpbb] Can I watch a forum for new topics?

Hi,

is it possible to watch a forum (e.g. announcements) for new topics the same way I can watch a topic for new replies?
(Or: are all announcements always also posted to the mailing list / victor's blog / somewhere else?)
