Clarification in access levels

Hi,
I have created a project test and i have given access level as public and also created the users.
For the same project I have reported an issue with view state as private and i have assigned that particular task to another user say viewer then is not able to see that particular issue.

If i go to Workflow Thresholds and assign "View private issues" then he is able to see all other issues also.I want that particular person to view only tasks that are assigned to him only.

can u tell me the solution.

ON "Workflow Thresholds" don't work the "Limit reporter's access to their own issues" option?
