My company bought out another company who used Mantis, the previous Network Admin left and nobody has a password to administer Mantis. Is there a way to recover or change the password without having to reinstall everything?

You have to know SQL to do this, and have admin access to the SQL server. You'll have to go into the Mantis database, the user table, the password column. For the admin user, change that field to password('newpassword') and you should be set.
Then exolore the system and write down every important detail about it on a sheet of paper. Seal that in an envelope and stick it in a notebook labeled "QA Servers". You could even give a copy of it to your CFO and tell him to hold it in trust in case you suffer a bus error. Your successor will thank you.
