Add a tag on creation of issue?

I'd like to have every reported issue be automatically assigned an "admin" tag, showing that the issue needs to be reviewed. This would be separate from the normal issue state, so that the issue could be worked on without losing the tag.

Just to be clear: this tag would be automatically added only when the issue was first reported; after that the tag would be static, and could be removed as usual.

Is there a way to automatically assign a specific tag to each reported issue? (If this requires custom code, consider this a feature suggestion: have a list of tags to be applied to an issue when it is first reported.)
