Not able to populate all users in "Assign To" Field

Hello,

I deploy mantis on my local machine, it works fine and I configure it properly. The problem which I am facing is that at the time of reporting a bug, all users which are created on mantis are not populating on assign to field at the time of bug reporting. They have developer rights and I also set $g_private_bug_threshold = DEVELOPER on config_defaults_inc file but nothing is working. Please help me for this.

Select the affected project in the project selection box.
Goto page Manage > Manage Configuration > Workflow Thresholds
Check row "Handle an issue" column "developer"

One more thing I need to ask how could i install plugin on mantis? and is there any way to get update by user whom we assign a bug like some thing pop up plugin etc.
