How to add user to project / get email notifications

I can't figure out how to add a user (even myself) to a project. I see the "Add user to project" form, but how do I select myself or another user? I only see the list of users already in the project but no way to add another user.

I am trying to do this so I can get email whenever a new bug is submitted. I do have it set to do this in my personal prefs, but I don't get anything when a user submits a new bug. I do notice I'm not listed under the project management page for each project, so that's what I'm trying.

Using version 1.0.6.
