Email Notifications to the users in Queue, Not Sent

Hi,
I am facing an issue with the Email Notifications that should be sent to the users on different events.i.e A bug has been assigned to a developer etc. The problem is the Emails remains in the Queue and not sent until administrator triggers a password reset for any user in Mantis. After the password reset request all the emails in the Queue start delivering to the users.
This is an issue because the administrator has to do a password reset each time just to push other email notifications. Could you please help me out with this particular case?

Did you check your web server and PHP logs for errors and warnings?

yes what I noticed that for bug reporting etc system does not issue email_send_confirm_hash_url()
but when we request change password for any user system send email_send_confirm_hash__url()
.

Why should this function be called when reporting bugs?

Do you get any errors or warnings when running admin/check/index.php?

Should work, as other users are able to upload attachments.
Can you give step by step description of what you do and what you get when trying to upload.
