Will the Helpdesk plugin be released for MantisBT or is it only exclusive for MantisHub?

I did not find any public source of it.
You have to contact MantisHub for that.

Similar to several of MantisHub's features, it is optimized for being a SaaS service rather than portability for on-premises deployment. The MantisHub Helpdesk feature utilizes several SaaS services under the hood for anti-spam protection, receiving and parsing emails. There is no plan to open-source it.
