How an user can be selected in reporter list, but can't report a bug ?

Hello,

In my case, I create the bug, define a reporter myself (from the reporter list : the person who be in charge to follow this bug, not to solve it).

But, if I do that, the personn in the reporter list can create a bug (the button report a bug is available).
Is it possible to be in the "reporter list" and hide the "Report a bug button" ?

I checked in the configuration, but unsuccesfully.
