Email doesn't always work

we are using Mantis 1.0.8, but the following problem perseveres since 1.0.7 for us.

Mantis can send email notification to Administrator level users (e.g. on signup of new accounts), but it doesn't send emails to anyone else.

How can I get Mantis to be more communicative?

What do you mean by can't send? Do you get an error or it just never goes to their mailbox?

Are you using email queuing? If so, then did you run the script that sends the emails via a cronjob or a scheduler?
