Plugin to extend the soap api

Hi ,

I have a plugin built to add custom fields on the project. It works fine in the ui , however we have a project budgeting system integrated with Mantis that creates projects and tickets. This does not work as the soap also expects this custom field to be populated.

Can you point me to any direction , so I can add an api without changing core?
