Force users to chose a project on issue creation - making mandatory the project field

Hello,

We are using mantis since 2 years.
There are several projects. Often users dont pay attetion when creation an issue, they always create issue in the project on the top.
I know that each user can configure the default project but everyone does not do that.
Is there a way to set the project field mandatory so that a user would be forced to chose a project before creating an issue.
