Confused on Updating Issues/Assign to

Hello,

I am playing around and have 5 users. All have a different access level. I have made a few projects also. When I try to update an issue and I want to assign it to another person, these people show up under the "Reporter" drop down but NOT the "Assign To" drop down. I am not sure what is happening here. Why are the user showing up under Reporter and Not Assign to ? Again, I want to assign this issue to a specific user. That user show up under the Reporter field and NOT the assign to field.

I have ONE person who shows up under the assigned to field. I check this person against the others and do not see any difference.

HELP ??

User must have DEVELOPER access to be listed in the Assign To field.
