No "assign to" after upgrading to 1.1.0 final

Just upgraded to 1.1.0 final

As admin, I dont see the "Assign to" button for issues (it only becomes available when issue status is "assigned").

What can be happening?

Solved. It has to do with workflow inconsistence (even when 1.0.x worked fine that way)
