Mantis is Spamtis for every 13th user

I've got a weird, recurrent issue where certain users get email notification of all issues.

They are "managers" and have selected default projects somewhere down the project tree. (They are not the only managers in the system).
The "all projects" setting sends email to project managers on new/closed/resolved issues

Now most manager get only their project's issues. However I have two who get everyones.

In desparation I deleted the one user - his comments remain as "user 13" I note that the second problem user is user 26.

Anyone know what silly configuration mistakes I could have made to cause this behaviour? O'wise I guess I'll report it as a bug

If user26 is system manager and is not involved in a project he will get mail notification if you have configured sending mail notifications to managers.

Thanks, smig1o but this is not solving my problem.
The user is a manager for a project, and I've got other users who aren't assigned and are not getting spammed. Curious.
