encoding not working in mail and summary field

I have problems with encoding in mails and summary field. I'm using lang/strings_slovene.txt with

$s_charset = 'UTF-8';

.
Strange thing is that characters with caron are ok in Note field but not in Summary and Description field (see attachment). I have also same problems in mails.
I'm using Mantis 1.1.1 (fresh installation), mysql 5.0.26 with database encoding set to utf-8.
How can I fix that problem?
