summery gives not enough data to create graph

I have a project with 4 subprojects. The issues are created under each subproject. So in the summery page, when I look at (e.g.) by severity it shows all the issues reported in the subprojects. However when I click on the perseverity link, I get the message that there is not enough data. Why are these two querys different? and how can I correct this?
