E-mail notifications to Viewers

I set some settings for the e-mail notification.
Everything go well for the "not-viewer" users...
but the viewers do not receive email-notification
although i checked relative boxes (email-notification for all state changing)

anybody have got same troubles?

- Did you test with non-viewers other than administrators?
- Try having the current project (on the top right) the same as the issue that you are modifying. After the rc1 release, a bug was fixed where notifications were sent as per the wrong project.
