How can I make it so users cannot enter new issues?

Is there a way to make it so all the users in a project can no longer enter new issues, simply update / change existing issues? I have a project that has ended but I would like to get all the old issues closed up. We have moved to another project but are having problems with users posting in the old project.

You will need to go to

Manage -> Manage Configuration

and add the following configuration option: "report_bug_threshold" to 100 (which is NOBODY).

I haven't tested this before, but it should work fine.
