Users can not edit notes

Hello,

when I create a new issue only the reporter can edit the notes.
My other users can not edit or create notes. Even when they are managers.

All projects are marked as "private".
All issues are marked as "public".

I tested it with different profiles for the same user.

Do you have an idea?

I have a similar problem ever since i upgraded from version 1.1.4 to 1.1.6?


Any solutions?
