Uploading and Exporting

I have seen discussions on how to upload files to bugs...but I have not been able to find documentation on ability to upload bugs or export bugs. Is this accomplished by writing directly to and from the DB or is there an API, or other function.

Sorry for the newbie question...but I have ZERO experience with Mantis and would appreciate the direction.
