Making a single project public

I searched the archives for issues relating to $g_limit_reporters without finding an answer to my immediate needs.

I am using 0.19.2 and I want to limit the information available to a casual user.

Goals:
I want any user to be able to create and view their own issues in any project.

I want to create a new project that any user can view all issues.

Is it possible to make just 1 project's list of issues publicly viewable without managing which members are specifically added to each project?
