Viewer Access Level for Private Project

Hi!

Has anyone allocated Viewer access level for a private project for a user account before? The user is already assigned to the projects he can view. Unfortunately, when the Viewer logs in, he can't view any issues in the Mantis. Well, actually, there are issues displayed in the summary page. Nevertheless, when Viewer clicks on the bug to view, it says "Access denied". Is there something I did wrong in the configuration? I'm using Mantis 1.1.8.

BTW, I tried assigning a public project to the user with Viewer access level. Unfortunately, access is still denied when user clicks on an issue list..
