Summary	0023424: Workflow Threshold - can't allow assignment or change status without edit permission
Description	When altering the workflow thresholds for a specific user access level there are check boxes for assigning an issue, changing status and updating an issue. If uncheck "updating" an issue but allow assigning or changing status the UI show the correct behavior but when attempting to actually perform these action, it returns with 'Access Denied' We should be able to prevent editing of an issue but still allow the user to assign the issue or change status.
Steps To Reproduce	In workplace thresholds for a specific user access level e.g. developer, uncheck "update an issue" and check "Assign an issue" as well as "Update issue status". Select and issue and attempt to assign it or change it's status using the drop down box under the issue details. Mantis returns "Access Denied"
