Summary	0010205: Emails are sent to all user in case of multiple projects, although user are not assigned to that particular project.
Description	I created two databases in the mantis for two projects and add 10 global users, five are assigned to one project and next five to other. Now when the issue is reported in first project notification email is sent to all 10, however those 5 were not on the same project.
