Summary0010217: Added ability to have the html buttons bar at the top, bottom or both of the bug view page.
Description

Added ability to have the html buttons bar at the top, bottom or both of the bug view page. This makes it so you don't have the scroll down through the summary to move a bug to a new state.

Defaults to both.

You will need to create and attach a diff between the original and updated copies of those files, so it is possible for others to merge those changes into their git branches (and ultimately with some luck to the mantis-git master) :)
