Summary	0010280: Option to show all users in All Projects filter
Description	As I am not able to reopen the issue 0004570, I'm re-reporting the issue again. This feature which has been fixed in version 1.1.2 is not working in current stable version. I am currently using stable version 1.1.6
Steps To Reproduce	Select "All Project" -> Go to "View Issues" -> Click on "Assigned To" filters. The populated dropdown list only contains [any] [none] [myself] and all other admin users.
