Summary	0011869: error reporting issues if user doesn't have write access to a custom field
Description	After migration from 1.2.0 to 1.2.1, if a "reporter" try to report a bug, but he/she doesn't have write access to an specific custom field he/she gets "APPLICATION ERROR #11" I think it's related with the changes on bug_report.php
