Summary	0012042: When upgrading from 1.1.x to 1.2.x, a new user preference about email notifications appears, which is not set up corectly
Description	i upgraded our mantis from 1.1.8 to 1.2.0 and 1.2.1 right afterwards. after the successful upgrade process our developers ceased receiving email notifications for the bugs assigned to them, while they continued receiving email notifications about the notes added to the bugs. i began following the code to locate the problem and figured out that everything is fine with it. i started some debugging and logging and noticed, that emails are generated, but then dropped due to user preference option email_on_status set to OFF. it seems that while upgrading the new user preference option appears and is set to OFF. while browsing the administration tab, i noticed another issue - global/project settings for the new email options(email on status and email on priority) are missing ([manage]->[manage configuration]->[email notifications])
