Summary0012657: Missing Event for deletion of Versions
Description

In a test PlugIn I have own data related to Versions. Based on this I need to prevent the system from Delete specific Versions.
Unfortunately there is no Event before the Deletion of Version (the same counts for other Objects i.e. BUGs).

EVENT_MANAGE_VERSION_DELETE was added in 1.3.0-beta.2, see 0017782
