Summary	0012753: Enumerate custom fields always required
Description	Any custom field of type enumerate is required to be filled disregarding its setting.
Additional Information	Upgrade from 1.1.7 to 1.2.4. Mantis database converted from ISO-8859-2 char encoding the to UTF8. The upgrade process was run couple of times, mantis_custom_field_table was also upgraded without char encoding conversion on different try - same result, only difference in diacritical marks. Running on RHEL5 32bit with MySQL backend.
