Summary	0012968: Add the ability to filter for items that do NOT have a tag applied
Description	When using custom tags, it would be nice to be able to filter issues for those which do NOT have the specified tag applied. For example, "!MYTAG" would return records which do not have the MYTAG custom tag applied.
Tags	No tags attached.
