Summary	0012988: Cannot unset the "Target Version" field on Resolved issues using the group action button from the "View Issues" page
Description	If I select some Resolved issues on the "View Issues" page and trigger the "Update Target Version" group action, I'm able to choose a new value for the Target Version field, but I cannot set an empty value. I get this error message: You did not have appropriate permissions to perform that action.
