Summary	0001300: Upgrading BT from older version truncated lines with double quotes in.
Description	After an upgrade from 0.14.8 to 0.16.0 all summary lines containing double quote was cut from the start of the line to the quote. An Example: after clicking "ok" the page does not reload would in 0.16.0 be shown as: after clicking

prescience 2002-04-02 13:45 reporter ~0002252	This should not be a problem anymore. Text fields are not allowed to have double quotes in them anymore. THey are automaitcally converted to single quotes.
