I am not able to reproduce the issue.
I tried with latest stable version (1.2.8 atm)
I set $g_allow_reporter_close = ON; in config_inc.php

Be aware that this option means, that reporters can close their issues after the issue is set to resolved.

You should update to lastest stable version (1.2.8 at the moment)
The bug has been fixed in version 1.2.4, see duplicate 0011502
