Summary	0013486: Adjust timestamps for time zones
Description	If the time zone of the mantisbt.mobi site is not the same as the timezone of the MantisBT instance, then a note that is just added may appear as if it was added N hours ago. MantisTouch should adjust these durations and timestamps in general to reflect the timezone of MantisTouch, ideally, not its server, but it's user's timezone.

vboctor 2011-12-13 00:58 manager ~0030558	This is fixed and the fix is deployed. However, the right behavior will happen against MantisBT 1.2.9. For MantisBT 1.2.8 and earlier, the timestamps will still be incorrect, but will be different from the timestamps showed previously.
