Summary0001594: Provide the ability to make one bug dependant on another bug
Description

It would be nice to tag bugs as depending on other bugs so that the assigned person concentrates on the original problem first. I think bugzilla has this feature.

This adds too much complexity for the bug entering form. Why not simply use the free-form fields to say, hey, you need to do that first? (Also see my comment on 0001144.)
